The legislature took the first major step to balancing the state budget last week when the House passed the Medicaid funding package. If the Senate follows suit – which is a big ‘if’ – then the legislature will have solved over $900 million of the $1.4 billion budget deficit.

We continue to believe that the legislature has no real political pathway to balance the budget and finish its business in time for the July 10th constitutional deadline. There are not the votes to pass major “cuts” budgets. There are not the votes to pass meaningful cost savings legislation. There are not the votes to pass increased taxes.
